The best atm machine to use in Bali from what I have found is any Bii ATM Machine.
Not all the Bii Atm machines allow you to take out 3 million IDR at once, but they are the only ATM machine I have found that even will allow 3 million per transaction.
The Bii ATM Machines I know that allow 3 million IDR withdrawals are at;
1) Bii ATM Machine located in Carefurr on the first floor on JL Raya Bypass Sunset Road.
2) The second is at the Bii Bank, just up the road from Carefurr on JL Raya Bypass Sunset Road. The ATM is outside the bank, so it can be used 24 hours.
